Remember the problems with rec.gov over the Whitney lottery? There were things such as data disappearing, nearly completed applications resetting etc., the erratic '2 week notice to confirm', not to mention the 100% loss of permit fee for cancellation, when even third rate motels have fair cancellation policies...these Whitney'reservations' are made months ahead.) It wasn't exactly a smooth rollout.
Now picture yourself trying to negotiate HealthCare.gov!
Both goals (protecting the Whitney zone and 'affordable' health care)are admirable but the jumbled program codes they employ provide a rocky road to get there.
