I'm planning an overnight camp for pre-Whitney acclimatization at Horshoe Meadow. Does anyone know the bear situation up there? Are there boxes? Are bears breaking into people's cars? Is it safe to have food in your car if you are camped outside next to it or should I use the same precautions I would use in the portal?

I doubt it. They won't if you follow the bear safety rules.

NO! You cannot camp next to your car anyway. (Although not at this location, I once had a bear drag my backpack away that was right next to me while I was asleep. I had forgotten to empty snacks from one of the pockets.)

Yes. The camp sites are all walk-in, so you camp some distance from your car. The bear boxes are near each camp site.
