Ultimately, developers usually win. It may take 5,10 or 20 years. As long as there is economic growth and there is money to be made they will be patient and they will prevail. I've seen this happen where I live time after time. Even National Parks can be affected. Case in point: Hetch Hetchy dam.
The Arctic National Wildlife Refuge is happily one exception......for now.
