PW, please call the ranger station and see if there are any cancellations.

And read this message:

FYI-Trying to surrender permits that will be unused is done through reservations not the ranger station and it's a hassle. No wonder people try to give them away. Ranger station advises to do it when you pick up the permits that will be used. Translation: less people on the mountain.

et, you are right about who to call. And please do not follow the ranger station's advice -- maybe they don't care if permits go unused.

To return unused slots, people should call the Wilderness Permit number, 760-873-2483 (and then press 0) any day between 8 AM and 4:30 PM.

The Lone Pine ranger station is not the correct place to call.

This seems rather complicated but... if one wanted to give a permit to someone, couldn't they meet at the ranger station, surrender the permits and have the "permit needer" get one immediately after?

Well sure it would work. But if I was not going on the trip, there is no way I would drive over there and meet you at the ranger station.

If someone called in and released his unused spots, and you coordinated with him, you could call in minutes later, and reserve the spots, but you would also have to pay the reservation fee.

Seems like the best bet would be to attempt to get a "walk-in" permit the day before. Or fork over the cash and hope to get a reservation.
