I went over New Army Pass over Memorial Day (edited) weekend. The actuall trail has a large cornace over it at the top of the pass. We were able to go around most of the snow and the cornace off to the left. This required some 3rd class climbing. On the back side of the pass there is probably 30%? snow coverage, so the snow was easy to work around. I would recomend ice axe and crampons for NAP, though we made it with only ice axes.
