Is this campground located on the Whitney Portal Road and if so how far to the Trailhead?

Yep. It's on the Portal Road. I'm sure someone else will respond with exact mileage; but the campground is about five to ten minutes' drive from downtown Lone Pine, and about fifteen to twenty-five minutes' drive on to the Portal.

lone pine campground (I think about 40 campsites) is a left turn off the portal road west of Lone Pine and about seven miles from the Whitney Trailhead, check out reserveUSA.com

You can't miss it, right before the first sign which reads "You are entering a bear active area." It's about 2 miles from where the road starts rising and switchbacking up. There is a great hike from Lone Pine Campground to Lone Pine Lake, about 13 miles. Great training hike and pretty strenuous.
