I want to climb whitney via mountaineers route mid april. I dont have a permit and havent applied for one yet. Is that something i can do the day of or is the a minimum prior notice/application time? Basically i need to know what red tape is involved.

Have you read the thread about Wilderness Permit Options? You can exercise Step 6 at any time without paying a fee. Also read Note 5 at the bottom of the post.

Update: As Tomcat noted: Step 1 applies in April. All you need is a self-issued permit.

An April day hike only requires a self issue permit - available 24 hours from the visitor center.

Would I need anything more than a self issue permit to stay over night past whitney portal?

No. There is no quota before May 1, for both day hike and overnight.

You can pick up the permit outside the Visitors Center. See Permit Pickup.

How might the road conditions be around late april...access to whitney portal ok by then?

Most likely you will be able to make it to Whitney Portal in late April...if the weather co-operates.
