I spoke to a guy who did it last weekend via the Ski Hut Trail and he said the tools were still necessary. He glissaded down the bowl towards the hut in soft afternoon conditions.

The only thing you need to go up Baldy right now is waterproof boots and a warm parka. I went up 2 weeks ago against the wishes of the rangers and without any serious issues walked a group of six beginners up to the right of the bowl. Tons of snow, the summit windbreaks are burried, but the snow is nice and soft. Sunday I did Jacinto, again against the wishes of the rangers and had the same experience.
