The Airport District has a Department of Transportation grant to subsidize service start up. We also have assurances from the Navy that Government employees will use the service. Because the Government insists on refundable tickets, those tickets will generally be more expensive than the non-refundable tickets offered to the general public. We think there is a business case, but only time will tell. The seats need to be filled. If Boutique cannot make money on this venture, they will pull out after the grant money is used up; other than some matching funds donations, the Airport District cannot subsidize airline service from its operating funds - we do not receive any funding from state, county or city taxes. Unfortunately, historically the way one ends up with a small fortune in the airline business is to start with a really large fortune!
